    Proposals will be received until June 1 at 10:00 a.m. at the Administrative Offices, 48 School Street, East Hampton, New York 11937 at which time and place all proposals will be publicly opened. Deviations from the conditions or specifications shall be listed on a separate sheet attached to the proposal form and referenced separately in the proposal. Proposals shall remain firm for a period of forty-five (45) days following the date of the opening of proposals. The Board of Education reserves the right to consider experience, service and reputation in the above-referenced fields.     NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Springs Union Free School District, Town of East Hampton, Suffolk County, New York, will be held at the Springs School, 48 School Street, Springs, East Hampton, New York, on May 9, 2011 at 7:00 p.m., for the presentation of the budget. The budget will be
available for review on May 3, 2011, at the Springs School.
    PLEASE TAKE FURTHER NOTICE that the annual meeting and election of the qualified voters of the Springs Union Free School District, Town of East Hampton, Suffolk County, N.Y., will be held at the Springs School, Springs, East Hampton, N.Y., on Tuesday, May 17, 2011. between the hours of 1:00 p.m. and 9:00 p.m., at the Springs School, 48 School Street, Springs, East Hampton, at which time the polls will be open to vote by voting machine upon the following items:

     Shall the Board of Education be authorized to transfer funds from its fund balance for the 2010-11 school year to its repair reserve, and thereafter annually up to $150,000 from existing fund balance to its repair reserve for repairs to facilities and equipment of a type that does not recur annually or at shorter intervals; which transfer of funds shall not cause an increase in taxes.
    To authorize the Board of Education to enter into a new tuition agreement with East Hampton Union Free School District for the 2011-12 through 2014-15 school years for the education of Springs Union Free School District 9th through 12th grade students, which agreement shall supersede the existing tuition agreement between the school districts that was authorized by the voters at the May 20, 2008 annual election and budget vote, representing a cost savings to be realized by the Springs School District of approximately $3,244,00.00 over the duration of the new agreement.

    Application of Dennis S. and Janet Page, SCTM #301-1-1-6, for an Area Variance to allow construction of a 245 square foot patio resulting in a total coverage of 2,189 square feet where the maximum permitted coverage of Section 278-3.A.(6) is 1,958 square feet. The subject property is 7,293 square feet in area and is located at 186 Newtown Lane in Residence District R-40. This project is classified as a Type II Action in accordance with SEQR.
    Application of Nick Capstick-Dale, SCTM #301-4-10-3, for a Special Permit and Freshwater Wetlands Permit as the property contains a legal preexisting nonconforming one-story frame building consisting of a one-car garage with a bedroom, bath, and sitting room and proposes demolition and construction within the required wetland setbacks of 125 feet for landscaping, 150 feet for structures, and 200 feet for discharge systems. Section 278-7.D.(1)(a) stipulates that the extension or alteration of an existing nonconforming use and the buildings or structures related to such use including the erection of new nonconforming buildings and structures is subject to the issuance of a Special Permit. A Freshwater Wetlands Permit is required to allow removal of the existing residence, accessory structures, and other improvements in order to construct a new residence, swimming pool, deck, permeable gravel driveway, upgraded sanitary system, and drainage structures. Landscaping will occur as close as 28 feet from wetlands with the stabilization of areas disturbed by the removal of the existing shed and landscaping walls and stabilization of areas disturbed by the proposed construction. The project proposes silt fencing with hay bales approximately 50 feet landward of the wetlands edge traversing the rear of the property. Wetlands setbacks for the proposed structures are as follows: residence 73 feet, pool 77 feet, decks 71.3 feet, and permeable driveway approximately 50 feet. The wetland setback for the proposed upgraded sanitary system for the residence and lawfully preexisting nonconforming one-story structure is 140.8 feet while drainage structures to accommodate 2 inch rainfall and pool drainage are proposed as close as 67.5 feet from wetlands. The subject property is 27,830 square feet in area and is located at 95 Egypt Lane in Residence District R-40. The property adjoins the Huntting Lane Historic District and is identified in the East Hampton Village Open Space Program, an element of the Comprehensive Plan, wherein a wetlands easement is recommended. A Freshwater Wetlands Permit has been obtained from the New York State Department of Environmental Conservation. This project is classified as a Type II Action in accordance with SEQR.
