    NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Sagaponack Common School District, Suffolk County, New York will be held at the school in said District on Tuesday, May 10, 2011 at 7:00 p.m., prevailing time, for the transaction of business as authorized by the Education Law, including the following items:
    To present the voters a detailed statement (proposed budget) of the amount of money which will be required for the 2011-2012 fiscal year.
    To discuss all the items hereinafter set forth to be voted upon at the vote and election to be held Tuesday, May 17, 2011.
To transact such other business as may properly come before the meeting pursuant to Education Law of the state of New York and acts amendatory thereto.
    A copy of the proposed budget shall be made available, upon request, to residents of the School District beginning Monday, April 25, 2011 during the hours that school is in session.
    AND FURTHER NOTICE IS HEREBY GIVEN, that the annual vote and election will be held on Tuesday, May 17, 2011 at 7:30 p.m. in the Sagaponack Common School.
    To adopt the annual budget of the School District for the fiscal year 2011-2012 and to authorize the requisite portion therefore to be raised by taxation on the taxable property of the District.
    To elect one member of the Board of Education for a three year term commencing July 1, 2011 and expiring June 30, 2014. Last incumbent Fred Wilford.
To authorize bus     transportation (in addition to the transportation to the East Hampton UFSD for grades K & 5th-12th) to the Sag Harbor UFSD for grades K & 5th-12th.
    AND FURTHER NOTICE IS HEREBY GIVEN, that petition nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at the school during the hours school is in session, not later than Monday, April 15, 2011. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Each petition must be directed to the Clerk of the District, must be signed by at least twenty five (25) qualified voters of the District, must state the residence of each signer, and must state name & residence of the candidate.
    AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots will be obtainable during school business hours from the District Clerk beginning Monday, April 15, 2011; completed applications must be received by the District Clerk at least seven (7) days before the election, if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5:00 p.m., prevailing time on Tuesday, May 17, 2011.
    A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the school on and after Tuesday, May 10, 2011 between the hours of 9:00 a.m. to 1:00 p.m. on weekdays prior to the day set for the annual election and on Tuesday, May 17, 2011, that day set for the election. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. Any such written challenge shall be transmitted by the District Clerk or a designee of the Board of Education to the inspectors of election on election day.

    SECTION I. The provisions of ß267-15 of the Code of the Village of East Hampton are hereby amended as follows (deleted material is bracketed and struck-thru; added material is underlined):
    ß267-15. Vehicle and Traffic; Penalties for offenses.
    B. All persons cited on a Village parking summons for a violation of the parking permit requirements of this chapter as set forth in ß267-5 (Beach parking) shall be subject to a minimum fine of [$125] $150 and shall answer and/or appear on or before the designated return date.
    C. All persons cited on a Village parking summons for a vehicle-related or other violation of this chapter, other than as set forth in Subsection B above, shall be subject to a minimum fine of [$60] $80 and shall answer and/or appear on or before the designated return date.
    SECTION II. SEVERABILITY.
    If any section or subsection, paragraph, clause, phrase or provision of this law shall be adjudged invalid or held unconstitutional by any court of competent jurisdiction, any judgment made thereby shall not affect the validity of this law as a whole or any part thereof other than the part or provision so adjudged to be invalid or unconstitutional.

    III. EFFECTIVE DATE
    This local law shall take effect upon filing with the Secretary of State pursuant to the Municipal Home Rule Law.

    A Local Law amending Chapter 211 (Peace and Good Order) to prohibit smoking in certain public places.
    BE IT ENACTED by the Board of Trustees of the Village of East Hampton as follows:
    SECTION I. Legislative Purpose and Intent. The United States Environmental Protection Agency has determined that secondhand tobacco smoke is a Class A carcinogen. The smells caused by those who smoke tobacco products and the litter caused by those who improperly dispose of cigarette butts can significantly reduce the enjoyment for those individuals and families that want to enjoy a healthy environment free of smoking-related pollution. The Board of Trustees of the Village of East Hampton thereby finds it appropriate to enact prohibitions against smoking in certain outdoor facilities frequented by families, including children.
    SECTION II. Chapter 211 of the Code of the Village of East Hampton is hereby amended as follows (bracketed material is to be deleted; underlined material is to be added):
    ß211-17. Smoking in public places.
    No person shall smoke a cigarette, pipe, cigar or similar smoking substance at or within the following public park areas:
    A. Within 50 feet of any of the playground apparatus or equipment located at Herrick Park.
    B. On the deck of the Main Beach Pavilion, including the concession stand and related improvements (shower areas, ramps, cabanas).
    SECTION III. SEVERABILITY.
    If any section or subsection, paragraph, clause, phrase or provision of this law shall be adjudged invalid or held unconstitutional by any court of competent jurisdiction, any judgment made thereby shall not affect the validity of this law as a whole or any part thereof other than the part or provision so adjudged to be invalid or unconstitutional.
    SECTION IV. EFFECTIVE DATE
    This local law shall take effect upon filing with the Secretary of State pursuant to the Municipal Home Rule Law.

    WHEREAS, arrears of taxes levied by the Village of East Hampton in the year 2010-2011 charged and imposed pursuant to law, remain due and unpaid on the several tracts, lots, pieces or parcels of land hereinafter described:
    NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT I, Larry Cantwell as Village Administrator, Village of East Hampton, New York, in pursuance of powers vested in me by law, shall on the 9th day of May, 2011 at two o clock in the afternoon, at the Village Hall, 86 Main Street, in the Village of East Hampton begin selling at public auction so much of each tract, lot, piece or parcel of land hereinafter described as shall be sufficient to pay the Village taxes assessed thereon in the year 2010-2011 which may then remain due on each thereof respectively, together with interest, cost penalties and other charges which may arise or occur thereon, and shall continue such sale until said sale be completed.
    The purchasers of such sale shall pay the amount of their respective bids within ten days after the sale and upon such payment the certificate of the Village Treasurer will be issued to the purchaser or purchasers describing the real estate purchased and the sum paid thereof.  The said sales are subject to redemption pursuant to law.
    The following is the list of the several tracts, lots, pieces or parcels and land hereinbefore mentioned, the names being those of the owners or occupants as the same appears on the assessment roll for the year specified and the amounts include the taxes, interest expenses and other charges against the properties for the said year.

    NOTICE IS HEREBY GIVEN that a public (budget) hearing of the qualified voters of the Wainscott Common School District, Town of East Hampton, Suffolk County, N.Y., will be held at the Wainscott Common School, Main Street Wainscott, N.Y., in said district on Wednesday, May 4, 2011, at 5:30 p.m. prevailing time for the transaction of business as authorized by the Education Law, including the following items:
    To present to the voters a detailed statement (proposed budget) of the amount of money which will be required for the 2011-2012 fiscal year.
    To discuss all the items hereinafter set forth to be voted upon by paper ballot at the budget vote and election to be held on Tuesday, May 17, 2011.
    To transact such business as may properly come before the meeting pursuant to the Education Law of the State of New York and acts amendatory thereto.
    A copy of the proposed budget shall be made available, upon request, to residents of the school district beginning April 26, 2011 between the hours of 8 a.m. and 3 p.m. prevailing time, at the office of the district clerk, Wainscott Common District Schoolhouse, Wainscott, N.Y.
    AND FURTHER NOTICE IS HEREBY GIVEN that said budget vote and election will be held on Tuesday, May 17, 2011, at 5-8 p.m. prevailing time, at the Wainscott Common School, Main Street, Wainscott, N.Y. for such period of time as it is necessary to complete the conducting of the budget and election (annual meeting) at which time the polls will be opened to vote by paper ballot upon the following items:
To adopt the annual budget of the school district for the fiscal year 2011-2012 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the school district.
To elect one (1) member of the board of trustees for a three year term commencing July 1, 2011 and expiring June 30, 2014.
    AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the school district s budget for 2011-2012, exclusive of public monies, may be obtained by any resident of the district between the hours of 8 a.m. and 3 p.m. prevailing time, beginning April 26, 2011, except Saturday, Sunday, and holidays at the Wainscott Common School District Schoolhouse, Wainscott, N.Y.
    AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the board of trustees shall be filed with the clerk of said school district at the schoolhouse, Wainscott, N.Y., not later than April 26, 2011 between 8 a.m. and 3 p.m. prevailing time. Such petitions must be directed to the clerk of the district and must be signed by at least 25 qualified voters of the district; must state the name and residence of each signer, and must state the name and residence of the candidate.
    AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots will be obtainable during school business hours from the district clerk; completed applications must be received by the district clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. No absentee voter s ballot shall be canvassed unless it shall have been received in the office of the clerk of the district not later than 5:00 pm on the day of the election. A list of all persons to whom absentee ballots have been issued will be available in the office of the clerk of the district on each of the five (5) days prior to the date of the election, during regular office hours until the date of the election, and that such list will also be posted at the polling place.
