    Virginia Boening, who had worked in the Town of East Hampton Office of Housing and Community Development from its inception until her retirement, died on July 2 at Southampton Hospital. She was 74. Her brother, Leslie Boening of East Hampton, said she died unexpectedly while recovering from an earlier back surgery.
    Ms. Boening was described as an outgoing person, one who liked to spend time with friends, go to movies, and cook in the kitchen. Before Parkinson’s disease hampered her movements, she had enjoyed traveling with her mother, the former Mildred Bond. Their trips together included visits to Nova Scotia, California, and Hawaii, her brother said. She was also a voracious reader.
    She was born on Sept. 28, 1937, in Rosedale, Queens. The family lived for many years in Middle Village. Her father, Jacob Boening, and her mother died before her.
    It was through her brother’s trips to the South Fork to fish that the Boenings first became interested in the area. After a while, they found property to buy and over the course of 30 years spent as much time as they could there.
    Ms. Boening worked for Blue Cross for many years in a clerical position, her brother said. After leaving that job and moving to East Hampton full time, she took the job with the Town of East Hampton.
    Tom Ruhle, the town’s director of housing, said Ms. Boening was the “classic, consummate, old-school secretary, the kind that ran everything.” She was the office’s first employee after it was established and, Mr. Ruhle said, “We were lucky to have her.”
    In addition to her brother, she is survived by many cousins living in Connecticut and Pennsylvania, and will be remembered by a wide circle of devoted friends, Mr. Boening said.
    A memorial for her will be announced for a date in September. She was cremated.
