The Harbor Bistro has cheerful regulars at the bar and friendly service. Its view of a marina where sailboats tie up, and the breeze off Three Mile Harbor, are pluses. The cooking gets high marks. Such dishes as braised duck and mushroom crepe, Mongolian ribs, and pistachio-crusted tilapia are certainly not routine, and lobster bundles, an inventive alternative to crab cakes as an appetizer, are popular.
